Construction Certificates
A Construction Certificate (CC) is a secondary application required once a Development Application (DA) is approved by Council. The Construction Certificate guarantees that all of the ‘Conditions of Consent’ outlined in Council’s approval are satisfied. It also requires the engagement of a Principal Certifying Authority (PCA) to oversee the build and undertake mandatory critical stage inspections ensuring all construction meets the legislative and building code requirements.
Dynamic Approvals will undertake an assessment of your approved plans and development consent conditions and assist you in appointing an appropriate certifier in order to have your Construction Certificate issued.
Building works cannot begin until a Construction Certificate is obtained and it must be obtained from either your local council or an accredited private certifier.
Additional Application Requirements
Dynamic Approvals will also assist with the appointment of a Principle Certifying Authority (PCA) which is a further supporting application to the Construction Certificate.
By law, the PCA must be appointed by the ‘person having the benefit of the development consent’ – meaning only the owner or their agent can make the application (not the builder).
The PCA’s job is to work with the owner and builder throughout the construction process, inspecting the development at various points in the build and ultimately ensuring that the building is safe and fit to occupy and in accordance with the development consent, the Construction Certificate, the Building Code of Australia (BCA) and the National Construction Code of Australia (NCC).
There may be other applications and approvals required under the consent, such as an application to Sydney Water (or other local water authority), or utility providers.
Once the construction is complete, the PCA is the issuing authority of an Occupation Certificate (OC) allowing the use of the new building.
The NSW Planning Portal
The Construction Certificate, the PCA Appointment and the Occupation Certificate applications and supporting documentation must all be processed through the NSW Planning Portal.
